I agree with djk, swap the mid drivers left to right , if the issue follows the driver the diaphram is most likely the fault. Welcome to the forums.

The Parts-Express Dayton 1% caps come in the values you want, and are a good capacitor. If you wnat to go another step up get a hold of Bob Crites for the Sonicaps, I am sure he carries the 2uf, but not sure about the 1.5uf.

For a while now, I have been shipping horns all over the U.S. for about $25, today I shipped a set and cost $46. We can thank UPS for the nice price hike, I will check with other shippers for better rates.

Found a solution to the shipping hike, if I package the horns individually instead of in pairs there won't be any additional dimentional charges. Shipping will be around $30 for a pair of horns.

I buy the 3654 T2A replacement from Bob Crites, I think the pair cost $72 shipped.
